AI-Enabled Advanced Analytics in Human Services: Eradicating Data Biases in Welfare Programs

Abstract: The adoption of AI and advanced analytics in the welfare program administration sphere led to the transformative potential of human services. Although these technologies offer advantages that provide an effective opportunity for efficiency, they are also likely to perpetuate or reinforce the persistence of past and systemic data biases. The current state of AI integration into welfare systems depends on the identification and resolution of algorithmic bias, which is the basis of this review. It is recommended to apply a multi-layered conceptual framework to promote the ethical use of AI, which entails bias diagnostics, fairness-aware model development, ethical observation, and feedback loops. The policy implications and operationalization issues of equitable AI in the management of people are also discussed in the review. The proposed paper will contribute to the literature on the application of data-driven technologies in the welfare program in a manner that reinforces equality, openness, and responsibility.
