Enterprise Cloud Transformation: A Strategic Framework for Migrating On-Premises Infrastructure to Microsoft Azure

Abstract: Enterprise organizations are under pressure to transfer these often long-standing on-premise infrastructures to cloud providers while continuing to operate effectively and comply with any regulatory requirements. This framework encompasses the strategic, technical, and institutional elements within large-scale Microsoft Azure migration programs, including pre-migration assessment processes, multi-phase transformation roadmaps, and mechanisms to translate security controls to facilitate the transition from the datacenter model to the cloud-native model. The framework, as presented, describes the infrastructure discovery and dependency mapping prerequisites, workload categorization methods, identity DIC integration (i.e., on-premise Active Directory), and mapped compliance frameworks to pre-established frameworks. It seeks to align these components into a model that addresses structural implementation patterns with principles of institutional change management. It collates the success factors (e.g., training for skills, employee engagement, and post-migration support) to frame risk mitigation approaches for addressing data and network security issues, licensing, and business continuity. The framework can be applied practically and is evidenced through a real-world implementation example in the story of an organization moving to consider cloud-hosted infrastructure services, which yields encouraging examples for cloud architects, infrastructure leaders, and program managers. The findings also show that with a thoughtful use of migration principles, a significant enhancement in operational efficiency, security posture, and organizational agility can occur. This transformation model offers a logical totality and may provide a significant theoretical basis for organizations aspiring to modernize their infrastructure and while at the same time meeting governance levels and minimizing interruptions to the normal flow of business.
