Abstract
Cyber-diplomacy is the use of digital technologies and platforms to conduct diplomatic activities and achieve foreign policy objectives. It has emerged as a new and influential dimension of international relations in the 21st century, as more states and non-state actors adopt cyber tools to pursue their interests and values. This paper examines the impact of cyber-diplomacy on international relations, focusing on three main aspects: the evolution of diplomatic norms and practices, the challenges and opportunities for multilateral cooperation, and the implications for global security and stability. The paper argues that cyber-diplomacy has both positive and negative effects on international relations, depending on how it is used and regulated by the actors involved. The paper also provides some recommendations for enhancing the effectiveness and legitimacy of cyber-diplomacy, as well as for mitigating its potential risks and harms
