Digital PMO Framework in Retail Organizations: Enhancing Governance and Transparency through Jira-Confluence Integration

Abstract: Traditional Project Management Offices in retail organizations face significant challenges managing complex IT portfolios that span e-commerce platforms, supply chain systems, and in-store technologies, often relying on fragmented tools and manual processes that create governance gaps and limit strategic visibility. This article introduces a comprehensive Digital PMO framework that leverages Jira-Confluence integration to establish unified governance, real-time transparency, and automated controls across multi-domain retail environments. The framework addresses critical limitations in conventional PMO approaches by creating a single system of record that connects strategic themes to operational delivery through standardized workflows, automated reporting, and continuous stakeholder visibility. A mixed-methods evaluation conducted within a large retail organization's Automotive Care Center Portfolio employed quasi-experimental and longitudinal field study approaches to assess both quantitative performance improvements and qualitative stakeholder outcomes. The article demonstrates substantial efficiency gains in PMO operations, significant resource optimization opportunities, and marked improvements in governance effectiveness, including enhanced decision-making speed, audit trail completeness, and strategic alignment validation. Stakeholder feedback analysis reveals consistently positive responses regarding information accessibility, transparency, and coordination effectiveness across cross-functional teams. The article's modular architecture enables phased implementation while maintaining scalability for portfolio-wide deployment, addressing change management challenges through comprehensive training and feedback integration. While technology dependencies and maintenance requirements present ongoing considerations, the empirical results establish Digital PMO approaches as viable solutions for retail organizations seeking to modernize portfolio governance while maintaining operational agility. The article contributes to project management literature by demonstrating measurable outcomes from digital governance integration and provides practical implementation guidance for organizations pursuing similar transformations in complex, multi-stakeholder environments.
