Countering Foreign Influence: The Role of Strategic Communications in National Security Policy Making in the United States

Abstract: Foreign influence operations executed as acts of disinformation pose critical national security challenges to the United States. Adversaries including China, Russia and Iran, have deployed disinformation to undermine democratic institutions and foment societal upheaval. These adversaries of the United States have weaponized Artificial Intelligence to execute sophisticated information warfare aimed at undermining the U.S., its allies, and interests. This analysis examines how strategic communications framework can build systems of resilience against foreign malign influence. The paper incorporates perspectives from European regulatory approaches to make recommendations that address America’s situation. The analysis highlights a unified interagency approach, and public and private sector cooperation in countering disinformation threats. The paper identifies institutional capacity challenges, legal constraints from First Amendment safeguards, and the pace of technological advancements. The findings indicate that fragmented governmental responses contribute to persistent disinformation activities. A centralized strategy can enhance detection and attribution capabilities. The findings contribute to national security strategies in policymaking against evolving information warfare threats. The analysis offers insights for protecting U.S. national security, interests, and global positioning in the information environment.
