Abstract: This article examines the conceptual and operational distinctions between Trust & Safety and Content Moderation within digital platform ecosystems. While frequently conflated in both industry discourse and academic literature, these approaches represent fundamentally different paradigms of platform governance. Content moderation functions primarily as a tactical, reactive process focused on reviewing and managing user-generated content according to established guidelines, whereas Trust & Safety operates as a strategic, holistic discipline encompassing policy development, cross-functional collaboration, and preventative system design. Through comparative analysis of organizational structures, methodological approaches, and implementation frameworks across multiple platforms, this article demonstrates how these complementary but distinct functions address different aspects of online safety challenges. The findings suggest that effective platform governance requires explicit recognition of these differences, allowing for appropriate resource allocation, specialized expertise development, and integrated safety systems that leverage the strengths of both approaches. This distinction has significant implications for platform design, regulatory frameworks, and the evolving landscape of digital safety governance.
